Educational Governance and the Implementation of the National Program for Inclusive Education in Moroccan Primary Schools

In recent years, Morocco has made significant strides in its educational policy for children with disabilities, particularly highlighted by the enactment of Ministerial Decision No. 47-19 in June 2019 and the convening of the international seminar on inclusive education. However, challenges persist in fully achieving inclusive education objectives due to ongoing barriers to physical, pedagogical, and cultural accessibility.
This study utilizes documentary analysis and descriptive-analytical approaches to assess the National Program for Inclusive Education and identifies deficiencies in educational frameworks, training, infrastructure, and support. Recommendations emphasize the importance of raising awareness among stakeholders and enhancing educational governance to ensure the genuine integration of children with disabilities and uphold their right to education.
