Digitalization and the Question of Administrative and Educational Management Efficiency in Morocco’s Education and Training System – The School Management System -MASSAR- as a Model- A Field Study –

This study explores the transformative role of digitalization in enhancing administrative and educational management within Morocco’s education system, as part of the national strategy “Digital Morocco 2030.” Focusing on the School Management System (MASSAR), an official digital platform, the research investigates its contributions to effective governance, the challenges educators face in its implementation, and their perceptions of its utility as a management tool.

The study used an exploratory survey approach, to collect data through a questionnaire targeting teachers to evaluate their perspectives on MASSAR’s impact. The findings highlight a pivotal shift from traditional paper-based management to digital practices, facilitated by the MASSAR system, which provides critical services to strengthen governance in both administrative and academic settings. This research emphasizes the significance of digital platforms like MASSAR in advancing Morocco’s broader digital transformation agenda under the “Digital Morocco 2030” initiative.
